First, they use Dr. Bedlam to stage an attack on the president, Lex Luthor. This attack allows Despero to come into close contact to Luthor and therefore take his place due to his shape-shifting abilities, unbeknowest to everyone. Next, Despero utilizes his mind control abilities on the populace of the world, causing mass chaos. Then they unleash the Seven Sins of humanity trapped in the Rock of Eternity: Sloth, Anger, Lust, Pride, Greed, Envy, and Gluttony. These sins manifest temselves in the forms in the ranks of the superheroes, Dr. Fate, Batman, Power Girl, Mr. Terrific, Plastic Man, Kyle Rayner, and Captain Marvel respectively. The controlled heroes then command these armies of the brain-washed people of the world. Finally, the JLA and JSA stage a battle against the controlled heroes, releasing them from the control of the sins. After they save these heroes, the two teams head to the White House to confront Despero and Johnny Sorrow. In the ensuing battle, the two Green Lanterns, Kyle and Alan, ironically unleash Johnny Sorrow's gaze upon Despero thereby ending the battle. Dick appears in one image... but you have to look carefully to see him.
